Both Kibworth Parish Councils are following government guidance.
The COVID-19 situation is escalating and the government, following medical and scientific advice, has now moved from the "containment" to the "delay" phase, which could begin to impact on the operation of our councils and communities at all levels.
Some social media sites (Facebook, Twitter) across the Kibworths community have already been publicising ways to help and support others in our villages who are alone, either because of self isolating, or because they live on their own. Although these social media sites can help provide support and spread the word, it is important that everyone follows government guidance. The March issue of the Kibworth & District Chronicle will include links to our parish council websites and this information will be updated as necessary.
The two Kibworth Parish Councils already have an Emergency Plan in place, and it is being reviewed to ensure it covers the COVID-19 situation.
If necessary and dependent on government advice at the time, both Kibworth Parish Councils will consider implementing the following statement at their next scheduled meetings - KHPC on 2 April and KBPC on 28 April.
In response to the COVID-19 outbreak in the UK and in the event that it is not possible to convene a quorate meeting of the council in a reasonable time, the Clerk shall have delegated authority to make decisions on behalf of the council where such decisions cannot reasonably be deferred and must be made in order to comply with a commercial or statutory deadline. The delegation does not extend to matters expressly reserved to the council in legislation or in its Standing Orders or Financial Regulations. Any decisions made under this delegation must be recorded in writing and must be published in accordance with the relevant regulations. This delegated authority ceases upon the first meeting of the council after the council meeting at which the delegation was put in place.
